Personality:
In a word, Undyne is passionate. Passionate in just about every aspect of her life from cooking to fighting to making friends. The blue skinned warrior has a firm resolve in most aspects of her life, which has lead her to lead the Royal Guard with a loyal following.
When you can't see her face, it's easy to calculate Undyne as a cold and uncaring individual. Papyrus approaches her in Waterfall, basically asking her to not hurt the human, and she denies him in a strongly worded response that we don't get to hear. Her response is purely driven by her work at this point-- at protecting her own kind from a human that could bring them harm. Undyne takes her role very seriously, and even though the protagonist is a child, Undyne doesn't stray early on from her goal of eliminating the human. From eliminating a threat to monsterkind.
With that being said, however, Undyne is a soft-hearted individual. Though her actions and words are driven by her amazing passion toward everything, Undyne is open (for the most part) about her feelings on things that bother her, and the way she feels about others. Surprisingly deep in some aspects; when the protagonist sits down with Undyne on their friendship date, Undyne confides that she worries about Papyrus, and she's even gone so far as to give him special "training" in the form of a cooking class to help him feel like he's working toward becoming a Royal Guardsman.
Undyne has dark moments, too. She had no qualms about ending the life of a child. A child who, in the True Pacifist route, has hurt no one, and only makes friends wherever they go. Sometimes, her duties can get in the way of what is morally right or wrong, and it takes someone with a loud voice to convince her otherwise. I believe this is due to Undyne realizing that Asgore doesn't want to fight anyone-- that he's been put through the wringer so much that she simply has decided to become his sword, and handle any and all disposal work herself.
But her work is something that Undyne is very proud of. Her team of guardsmen (and women!) are like a family to her. Though she is strict on them, she loves them all like dopey-faced kids she doesn't have. This makes her particularly sweet toward animals, but namely dogs.
Outside of her work, Undyne is friendly and welcoming. Papyrus brings the human to her house as his friend, and you can tell immediately without anything being said that she is excited to meet someone who is a friend of Papyrus. This is due to the love she has for her best friend and an eagerness to meet people who feel the same way she does. She loves to cook (though she is absolutely terrible at it) and gush about Human History. And on that note, Undyne is absolutely convinced that anime is actual human history. The shows with the giant metal robots and long japanese swords and unrealistic fighting styles? She's convinced that they're an actual depiction of human history. Her passion fuels her desire to be right, or more specifically, her desire to make what Alphys told her about anime right.
Alphys brings out a very gentle side of the fish that we only get to see once or twice at all. Alphys is both the 'sensory overload' button and the 'chill' button at the same time. Undyne has been attracted to Alphys for an undetailed amount of time but is noted to be drawn to her passionate and analytical personality, and accepts her in all and every form given. It can be said that Undyne would be this sensitive toward anyone who she is close to, but Alphys will always bring out the more mature and gentle side of Undyne. Usually a bit of a hardhead, when Undyne is placed next to Alphys it is evident to see that Undyne knows how to mask her thoughts fairly well for the sake of others though Undyne is not very good at providing emotional comfort in the form of words. Instead, when her own emotions well up, she tends to back up and keep to herself. In the game, when Alphys told her the truth about everything, while Undyne assured Alphys that the only thing that mattered to Undyne was Alphys' well being, Undyne confesses that she's completely taken aback by the idea that anime isn't real.

Abilities:
Undyne's power lies in the very essence of her being: her SOUL. Being a monster, Undyne is actually made of magic, and so her attacks come from her own life source (though using them does nothing to diminish her magic stamina.). Her offensive and defensive attacks take the shape of blinding blue spears of light that she uses in a variety of different ways; from being used as a spring to being used as an attack.
In attack form, they are...spears. Sharp like spears, and when thrown through someone, skewer exactly like spears. What a concept, huh? She can summon them at will whenever she needs one, and in whatever number she requires. Undyne is not as precise in some areas as someone like Alphys, or even Papyrus, so in her mind sometimes more spears are better.
Undyne also has an attack that can grip your soul and change it's color to green. When you are green, you cannot run away, and are instead procured a shield to to protect yourself. Undyne will throw spears from every which way that point in odd directions to mislead and confuse.
Flaws:
Undyne is many things. But she can also be somewhat impatient and oriented to doing things the just way instead of the kind way. By which I mean Undyne would have sooner skewered a human out of the realm of existence than hear what they might have to say in their defense because they are a human, and destroying them (or delivering them to their demise) would be the right thing to do by monsterkind standards.
Being passionate in every aspect of her life has drawbacks, also. In fact, in an attempt to befriend the human, Undyne set her whole house on fire. A cooking lesson gone awry, Undyne not only broke her kitchen table in an attempt to keep the human seated, but smashed a solid metal pot into oblivion trying to stir it, and then lit the entire house on fire in a very senseless attempt to heat the pot. Reckless to a disadvantageous degree, Undyne will always see her tasks to the end, but it doesn't always bloom positively for her.
She's known to go too far on her passions and can sometimes aggravate a situation by not being as calculating as she could be.
